This is usually because the systems sold on these sites have been certified by technicians, and the performance has been thoroughly tested. Some sites even carry site warranties on the used computers that are sold. These are typically the best of the best in terms of used systems. As a consumer you spend more, but there is a bit of assurance that the used PC still has some usability.

The other option that can be explored when in search for a used computer involves lower prices but the quality of these systems is usually unknown. In this case consumers can search sites like eBay and other websites that list postings of used computers that are sold by individuals. These are usually personal computers that have not been tested or certified. This essentially means that there are no guarantees.

The PC worked for the seller when they released it. The seller does not guarantee that it will work for the buyer. It's basically a what you see is what you get bill of sale. The best thing to do in this situation is check the seller's rating. If the seller is known for quality the rating will reflect that. If the seller is known for conducting bad transactions the rating will indicate this as well.
